The Obama administration's lengthy review of U.S. Sudan policy culminated in October with more of a whimper than a bang. The administration presented Sudan with a choice between two roads: one path of cooperation, engagement and incentives; the other of defiance, isolation and disincentives. But neither carrots nor sticks were specified. And the administration seems divided on how the engagement of Sudan -- lifting sanctions, moving toward more normal relations -- should proceed. U.N. Ambassador Susan Rice wants such benefits to follow major concessions by Sudan's government. Scott Gration, the special envoy to Sudan, would distribute carrots liberally and preemptively. The Sudanese regime receives small threats with insolence. It views minor American concessions as signs of weakness. Yet boldness -- much larger carrots and much larger sticks -- is needed. Only a president and his secretary of state can insist on boldness. Absent that insistence, America's Sudan policy is in a holding pattern, waiting for the next crisis to refocus global attention. And at some point, impunity becomes permission.

"Never Again" Just Words of the Past
Here's what I see when I turn on the TV - Jon and Kate Gosselin, celebrity break-ups and their most recent DUIs. What I don't see the media mention very often is the 400,000 deaths that have occurred because of a continuing conflict in Darfur, Sudan.
Since the horrific conflict that took place in Rwanda in 1994, where nearly one million people were killed, and the extermination of the Jewish population in World War II, genocide has been a major concern in countries such as Bosnia and currently Sudan.
Let's fast-forward almost 10 years to Darfur. Since 2003, Darfur, a region in western Sudan, has been engaged in a deadly and controversial conflict. According to the U.N. Refugee Agency, the crisis has claimed as many as 400,000 lives and forced more than 2.5 million people from their homes with hundreds of people continuing to die each day. The innocent civilians of Sudan now live in scattered refugee camps throughout the neighboring country of Chad. Now that the conflict has spread to Chad, over 170,000 Chadians have been displaced.

November 11, 2009 (KHARTOUM) – The US sent a technical team to Sudan to assess the situation on the ground in Darfur as well as aid in areas of security and stability, Sudanese media reported.
The delegation led by Raja Jandahila met with Sudanese Undersecretary for foreign affairs Mutrif Sideeg and discussed the US humanitarian aid in order to evaluate it and consider what the US can provide in the domain of security and stability in Sudan within the practical implementation of Washington’s new strategy towards Sudan.
It is expected that the team will fly to South Sudan capital of Juba after Khartoum to tackle the same issues. They have also paid a brief visit to North Darfur capital city of El-Fasher and will also stop at South Darfur.
The team’s arrival comes ahead of a visit by US special envoy to Sudan Scott Gration who said in a webcast yesterday at the White House that will travel to Khartoum, Abyei and Darfur.
