OH PRESIDENT OBAMA - ABOUT THE NOBEL PEACE PRIZE - HOW ABOUT APPLYING WHAT YOU HAVE SAID in regards to SUDAN?

FROM PRESIDENT OBAMA'S NOBEL PEACE PRIZE SPEECH:

The same principle applies to those who violate international law by brutalizing their own people. When there is genocide in Darfur; systematic rape in Congo; or repression in Burma - there must be consequences. And the closer we stand together, the less likely we will be faced with the choice between armed intervention and complicity in oppression.

This brings me to a second point - the nature of the peace that we seek. For peace is not merely the absence of visible conflict. Only a just peace based upon the inherent rights and dignity of every individual can truly be lasting.

Despite rosy reports from some senior U.S. Government officials, violence in Sudan continues to mount in advance of national elections to be held later this month. This includes a recent offensive by the Government of Sudan in the Jebel Marra region of Darfur, which in recent weeks has killed hundreds and driven as many as 100,000 people from their homes. The Obama Administration has largely ignored this ongoing violence and has instead heralded exclusionary peace talks on Darfur as “major progress," going so far as to call the talk a “landmark.” The Administration also appears to blindly support the upcoming elections, which nearly all international human rights organizations agree have no chance of being either free or fair.

The U.S Sudan policy is not just adrift -- it risks enabling gross human rights violations by the Government of Sudan. We urgently need Congress to engage on this important topic.

SCENARIOS: Sudan elections brinkmanship - what's next?

Source: http://www.reuters.com/article/africaCrisis/idUSLDE6300L6

Thu Apr 1, 2010 5:45am EDT

KHARTOUM, April 1 (Reuters) - South Sudan's main party has announced a partial and unilateral boycott of April elections, withdrawing its presidential candidate and boycotting polls in Darfur, citing the conflict there and electoral fraud.

The move surprised and angered Sudan's opposition, who said they had been promised the support of the Sudan People's Liberation Movement (SPLM) for a joint position on a possible boycott of the April 11 polls in the entire north of Sudan.

Some analysts have said with Yasir Arman out of the race, incumbent Omar Hassan al-Bashir's return to the presidential palace is assured.

Here are some scenarios of what could happen next.

OPPOSITION MEETING

The opposition parties will meet on Thursday night. Some want a boycott but others want to challenge Bashir. Bashir's National Congress Party (NCP) will hope their divisions will stop them reaching a common position.

A mass withdrawal from the polls would deny Bashir the legitimacy he wants to help him defy an arrest warrant from the International Criminal Court for alleged war crimes in Darfur.

ENDORSEMENTS

The SPLM, who enjoy majority support in the south, which has 25 percent of Sudan's electorate, have not endorsed another presidential candidate. Arman has said they will not do so because they want to expose fraud in the presidential elections.

The Democratic Unionist Party (DUP), which has mass support from the Islamic Khatmiyya sect, had been in talks with the NCP to endorse Bashir in exchange for key government positions but more recently joined the opposition ranks, mulling a boycott.

The NCP will watch closely whether the DUP decides to withdraw from the presidential poll, stay in the race or endorse Bashir.

The other large northern sectarian party, the Umma Party, may be reluctant to withdraw its presidential candidate. Umma party chief Sadeq al-Mahdi was the last democratically elected leader of Sudan and has been considered one of the three favourites in the presidential election.

He may believe his chances are good of beating Bashir with Arman out of the picture, and could push for the opposition to unite behind his candidacy.

However alleged electoral irregularities could push them to boycott, saying there is no way the polls can be free and fair and Bashir is already guaranteed a win.

INTERNATIONAL OBSERVERS

The only long-term international observer mission, the Carter Center, and observers from the European Union will be following events closely.

While they are likely to continue their missions, they will be concerned that any endorsement they give the polls will lend credibility to the outcome.

REFERENDUM

Earlier this week Bashir, worried by the threat of an SPLM-opposition alliance, issued a stark warning to the SPLM: if you refuse to take part in elections, the planned 2011 referendum in south Sudan on secession will not be held.

The SPLM's announcement of a boycott of elections in Darfur implies it will continue to run in all other parts of Sudan, ending its earlier threat of a full boycott in the north in solidarity with opposition parties.

The referendum is a priority for the SPLM and the international community, concerned any move to derail the sensitive vote could reignite a north-south civil war which claimed 2 million lives and destabilised much of east Africa. (Reporting by Opheera McDoom)

Regarding the excerpt from the above article:

"REFERENDUM

Earlier this week Bashir, worried by the threat of an SPLM-opposition alliance, issued a stark warning to the SPLM: if you refuse to take part in elections, the planned 2011 referendum in south Sudan on secession will not be held.
"

This of course proves again Bashir expects to "win" the election, for if he were to lose, how would he be able to deny the referendum?

US envoy in crisis talks after Sudan election pullout

Source:

Thu Apr 1, 2010 3:52am EDT

By Andrew Heavens

KHARTOUM, April 1 (Reuters) - U.S. Sudan envoy Scott Gration began crisis talks with political leaders in Khartoum on Thursday after the shock withdrawal of a presidential candidate threatened to undermine the credibility of coming elections.

Yasir Arman, the candidate for the south's dominant Sudan People's Liberation Movement (SPLM) pulled out of the race late on Wednesday, less than two weeks before voting, citing concerns over election fraud and insecurity in Darfur.

Opposition parties were due to meet later on Thursday to discuss whether to unite in boycotting the vote, a move that would seriously undermine what were supposed to be Sudan's first multi-party elections in 24 years.

The SPLM also said it would boycott voting in Darfur, the scene of a seven-year conflict, going back on an earlier threat to pull out of the whole vote in the north in solidarity with opposition parties.

The elections are central to a 2005 peace deal that ended more than two decades of civil war between Sudan's Muslim north and the South, where most follow Christianity and traditional beliefs.

Analysts said Arman's withdrawal effectively handed the presidential race to Sudan's incumbent president Omar Hassan al-Bashir, and could be part of a deal with Bashir's northern National Congress Party to guarantee a referendum on southern independence also promised under the peace deal.

But a boycott by the opposition could derail any claim by Bashir to have been elected in fully democratic elections.

U.S. officials, speaking on condition of anonymity, confirmed Gration had flown to Khartoum in reaction to Wednesday's news and was planning to shuttle between meetings with leading opposition and government figures.

On Wednesday a joint statement by Washington, Britain and Norway said they were "deeply concerned by reports of continued administrative and logistical (electoral) challenges, as well as restrictions on political freedoms".

But they said "irrespective of the outcome of elections", it was essential the January 2011 referendum go ahead on time.

Sudan's north-south civil war killed 2 million people and destabilised much of east Africa. Darfur's separate conflict has claimed an estimated 300,000 lives in violence Washington has called genocide.

Last year the International Criminal Court issued an arrest warrant for Bashir for war crimes in Darfur. He hopes to defy the court and legitimise his rule with a win in April's polls. (Editing by Opheera McDoom)

Call for Clear Benchmarks for Sudan Policy

Today ten NGOs, including Enough, Humanity United, Human Rights Watch, Save Darfur Coalition, Genocide Intervention Network, Physicians for Human Rights, American Jewish World Service, Investors Against Genocide, and i-Act/Stop Genocide Now, released a major policy paper calling on the Obama administration to apply firm benchmarks to Sudan to prevent much broader conflict. In its Sudan policy review completed in mid-October 2009, the Obama administration indicated it would regularly assess the progress of peace in Sudanā€"or lack thereof. But the administration has not publicly disclosed precisely what benchmarks it is applying to assess progress in Sudan, even as it begins its official review process this month and as tensions increase across Sudan.

To help bring transparency to the process by which the United States ensures strict adherence to unambiguous benchmarks, and ensure that the appropriate pressures and incentives are applied accordingly, "Clear Benchmarks For Sudan" aims to provide guidance for how officials, concerned citizens, and others in the international community can assess genuine progress toward a lasting peace in Sudan.

In addition to today's release, Sudan Now, a coalition of Sudan advocacy groups, ran a new advertisement in the Washington Post. Click here to view the ads.

From Katie-Jay Scott:

Dear Darfur and Sudan Activist Leaders,

Last week we sent out an email about a possible campaign - SudanSham2010 - that would be 50 days of Action by all 50 states leading to the April Sudan elections (Feb 20, 2010 - April 10, 2010). I received several emails back in support and 7 states are already signed up! We are moving forward with the idea.

We really feel this campaign will unite activists from all parts of our society (students, faith communities, grassroots groups, and others) and from all of our states. It's a compliment to other actions and a way for everyone in the state to be part of opportunities like in-district meetings that GI Net and SDC will be promoting prior to the elections (Have your action day be the same day as your meeting date - more people can participate that way!). We feel that it is very important for the campaign to build horizontally across our group and across the country upon the grassroots we've all started to be most effective! We want the actions and targets to work for each state, at a time that works for each state. That's why we need you!

1. We are still looking for people who want to help develop the campaign, actions, targets, website, help with outreach, etc! We will be having a call on:

  • Tuesday January 26th 3pm PST, 6pm EST.
  • Call Number: 1-866-213-1863
  • Access Code: 6316927#

2. Lead your state for a day by signing up to be a point person! You can pick the day for your state (do you want it to coincide with something else you planning in the next few months?), help develop the action/target so it works for your group, and send info out to other groups in your state to join. You can sign on your state now and find a co-leaders to help you organize in the coming days and weeks.

We have started with a draft mission:

United States, stop supporting the sham April 2010 elections in Sudan. In a climate of violent political intimidation and with millions disenfranchised in camps, there cannot be credible elections in Sudan. Our support gives the Government of al-Bashir, indicted on war crimes and crimes against humanity, legitimacy it does not deserve. It is a waste of American taxpayer money, and non-credible elections will fuel violence and divisions in a country that is already on the brink.

The website is still a blank slate, but hopefully we have something up soon. In the meantime, check out the Map we will embed and see states that have signed up!

Let me know if you are interested in working to develop this national campaign or taking the lead for your state. I, among others, feel like this could really pull together our movement and mobilize us for sustained action in Darfur.

Why don't you join us?

I'll be on the conference call

To Honor My Sacred

There is a sacred space where I love to live,

It is not a place in the world, but a place within me.

I go here when I am immersed in the holiness of my experience with being creative.

I can feel it in movement

I can feel it in music

I can feel it in creating

I can feel it in writing

I can feel it in acting

I can feel it when I am one with others in their element of passion

and they show me their sacred place.

I know when an actor or musician is in their sacred space

and I walk into

...move right into

that space with them.

It is holy

It is sacred

It is an experience that is never

That is why I love to be here.

And never without.

Heath Ledger is one of those special and rare actors who takes me to a sacred place within me. Even though he is no longer mortal. He is immortal in our experience. He is an eternal life that lives in our spirits. It is clear to me that he was in his sacred space when he was acting.

That is why he is so dear, so precious to me. He brings me to my sacred place. He never fails to do that. All I need to do is watch him, see him expose, reveal his soul. What more can we ask of an artist. Indebted and with gratitude.

I will never know why.

I will only know what.

DARFUR, SUDAN
Dear All,
President Obama was inaugurated Jan. 20th 2009. Exactly one year later, this is a glimpse of what is going in Darfur ( as I listened to the Darfuris voice their grivances to Radio Dabanga - A Darfuri broadcast from Europe):
Mohamed Suleiman

Wednesday, January 20, 2010

Day 286 - January 20th

- Areal bombings continue in Darfur. New villages are bombed.
From Radio Dabanga:

JEM accuse the government of bombing the Western Darfur area Abu Gamra. The bombardment on Monday caused the loss of sheeps and camels told JEM’s commander in chief Suleiman Sandal Radio Dabanga. The SLM of Minni Minawi held the JEM secretary for Humanitarian Affair, Hamid Nour Shugar directly responsible for the attack. Saying that Shugar had implicated JEM in the region and this prompted the violent government reaction.

The attack forced many families seek shelter in the mountains and valleys according to the SLM. It increased the detoriating situation of the civilians.

Suleiman Sandal downplayed SLM’s accusations as unfounded and saying the SLM is to blame for the attack as long as Minni Minawi is part of the government in Khartoum.

- Famine threatens lives of IDPs (internal Displaced People) in some camps in Darfur.
Leaders in the Internally Displaced Camps (IDP) camps in the area of Zalengi told Radio Dabanga this morning that there is severe shortage of food and basic necessities hitting the camps and villages in the area of Zalengi, West Darfur. The leaders said the people outside Darfur should not believe the government's lies that there is "Food Gap but no famine". Other leaders in Kalma, the largest camp in South Darfur, complained bitterly to Radio Dabanga that there is acute shortage of food, medicine, and drinking water in the camp.

- In Mait area, North Darfur, the Chadian rebels (backed by the Government of Sudan) continued to wreak havoc in the area. Due to lack of security, prices of necessary commodities shot through the roof.

From Radio Dabanga:
Food and water prices in Milliet increased after Chadian opposition rebels attacked a private owned water well. Local residents told Radio Dabanga they fear the same encounter. Residents told the price of a water container (better known as Khurug) has exceeded to fifteen Sudanese pounds.

- Clashes continue between GoS and the rebels in the area of Ain Siro, North Darfur.
From Radio Dabanga:

UNAMID send an investigation team along with medical supplies to the area of Ain Siru in North Darfur. The area is witnessing clashes between the Government of Sudan (GoS) and the Sudan Liberation Movement (SLM) of Abdul Wahid. Spokesman Noureddine Mezni told Radio Dabanga the agreement to send a team was an important change to the movement’s position. Earlier the SLM did not allow free entry to its combat zones.

Bashir's Pre-Election Victory Lap at the Scene of the Crime

Sean Brooks Policy Expert, Save Darfur Coalition

Posted: January 15, 2010 05:24 PM

http://www.huffingtonpost.com/sean-brooks/bashirs-pre-election-vict_b_425342.html

Can you imagine Slobodan Milosevic running for president in Srebrenica? The world would have been justifiably outraged. Yesterday, however, indicted war criminal Sudanese President Omar Al-Bashir visited El-Fasher, the capital of North Darfur. While not an official campaign appearance, the trip comes three days after Bashir received the formal presidential nomination of his party in the upcoming elections in April. It is long past due for the world - and particularly the United States - to express its grave concern about the sham electoral process that in a few months could effectively legitimize Bashir's repressive government.

This week at a campaign stop, Bashir vowed to his supporters that the elections would teach the world lessons in dedication and sacrifice. What they are really teaching the world is that a dictatorial and even genocidal regime can forgo its commitments to peace and democratic transformation without suffering any consequences. These elections did not fall from the sky, but - instead - were supposed to be a key milestone in transforming the country after decades of civil war. The Comprehensive Peace Agreement (CPA) agreed to by Bashir's party and the Sudan People's Liberation Movement (SPLM) in 2005 set a path for the Sudanese to rebuild their political institutions, economy, and society.

The death and destruction in Darfur and continued repression of political opponents by the Bashir regime over the last four years vitiated the CPA-inspired hopes that those in power in Khartoum had disavowed intimidation and violence as the chief means to resolve political differences within Sudan. But despite the lack of basic political freedoms and the insecurity that persists in Darfur, the Bashir regime now promotes these elections as a critical moment in the history of Sudan. Their strategy cannot be any clearer: use these elections to consolidate power within Sudan and re-legitimize themselves in the international community.

While Milosevic attempted to steal the Serbian elections in 2000 after a decade of bloodshed in the Balkans, he could not campaign in Srebrenica, the site of the worst massacre during the civil war because Bosnia had gained independence. In stark contrast, Bashir's visit to Darfur serves as a pre-election victory lap at the scene of the crime. Indeed, his regime has declared that Darfur is now safe enough for elections to take place and, if that's the case, it follows that the conflict must be over. Despite clashes this week between rebel forces and the Sudanese army, violence over the last two years has significantly diminished in Darfur. The clever 2010 election strategy though by Bashir attempts to hide the fact that 2.7 million Darfuris remain displaced, a peace agreement with the Darfuri rebels remains elusive, and Bashir and others perpetrators of war crimes remain fugitives from the International Criminal Court (ICC) for crimes committed in Darfur.

Furthermore, The Carter Center, which will monitor the elections in April, reported last month that many Darfuris chose not the register due largely to the presence of Sudanese government armed forces at numerous registration sites, in addition to the wariness about participating in a less than free and transparent election process. A solution to Darfur in 2010 cannot emerge from the ballot box but must come from real negotiations between the Sudanese government and divided rebel movements - who also must set aside their personal and political differences to negotiate a political settlement in the best interest of the Darfuri people.

Due to the lack of a safe political environment for freely contested elections, few in Sudan doubt that Bashir will win re-election in April. The real question for Sudanese opposed to this outcome: how will the world respond? The Bashir regime believes that it can secure quiet acceptance of the results in exchange for promises that it will bring the conflict in Darfur to an end and allow the people of South Sudan a vote for secession in January 2011. In short, Khartoum is bargaining conflict management and prevention for re-legitimization in the international community. To add serious injury to this equation, Khartoum has a history of empty promises that deliver anything but the pledged outcome.

If we were not so deeply familiar with the history of conflict in Sudan, such a deal might seem plausibly adequate. Unfortunately though, accepting this offer from the Bashir regime ignores the chief drivers of conflict in Sudan for the last 50 years: the monopolization of power and wealth at the center and the marginalization of the periphery. The consequences of allowing the regime to steal the elections will not address the root causes of the conflict in Darfur or other persecuted areas of Sudan. And even if the South secedes in 2011, a re-legitimized regime in Khartoum will no doubt cause it endless troubles.

It is for all of these reasons that the international community, led by the United States, should state clearly that it will not allow these elections to change the way it views the corrupt and repressive regime in Khartoum. Of course, conflict management in Darfur and the implementation of the CPA should continue, but not under any illusion that those in Khartoum serve as a representative and reformed government of the Sudanese people.

~~~~~~~~~~~~
Bloomberg News: Southern Sudan Party Names Presidential Candidates. Southern Sudan's leader, Salva Kiir, will run for president of the semi-autonomous region instead of challenging Umar al-Bashir for the presidency of Sudan in April elections, a spokeswoman for his party said. The Sudan People's Liberation Movement, which rules Southern Sudan, named a top party official in the north, Yasser Arman, as its candidate for the Sudanese presidency, Keji Germelili, an SPLM spokeswoman, said today in a telephone interview in Khartoum, the capital.
The Economist: Sudan's coming elections-How did it come to this?
ON JANUARY 11th Omar al-Bashir, Sudan's president, resigned as head of the army, as the constitution requires, in order to accept his party's nomination as its presidential candidate in a general election due in April. The Sudan People's Liberation Movement (SPLM), the dominant party in the semi-autonomous region of south Sudan and ostensibly the main opposition party throughout the country, is set to announce its own candidate. But it is likely to be a lesser figure than its leader Salva Kiir, himself by no means charismatic. Some guess that the SPLM may not even put up a candidate against Mr Bashir at all.
Reuters: Sudan needs more funds for referendum, report says. Sudan needs more cash and support from donor countries if its national elections and a southern referendum on independence are to take place safely, the body monitoring the north-south peace deal said on Thursday. The 2005 pact ended two decades of civil war in Africa's largest country. However, its implementation has been slow, as has the delivery of almost $5 billion pledged by donors to develop the war-ravaged south. Sudan's first multi-party elections in 24 years are due in less than three months and a referendum is scheduled in southern Sudan next January on whether to secede from the north.
